Although there are actually some plausible theories offered right here and elsewhere we may well hardly ever know The solution to the first concern with regards to the receiver with the two marks revealed in the earlier write-up. Based on other substitute barrels I have observed which contain both of those the WP and mail order P and an announcement from a former Winchester employee that indicated they DID use some mail purchase parts when rebarreling rifles returned for provider I think that it is a replacement receiver which was put in and proofed at Winchester and the mail purchase evidence was also included to easily point out it wasn't the first receiver. That is definitely just my view/guess. Hope that can help.
